morphine were cutting into the Farmer's business. This is ad

longer the case and except for legitimate medical purposes trade

in morphia has ceased.

There is, I believe, a considerable amount of

smuggling going on in morphia and cocaine. The only way of

detecting cases is by means of good rewards. These rewards ought

to be paid as soon as possible after a case and I recommend that

a section be inserted in the Pharmacy Ordinance similar to

Section 85 of the Opium Ordinance and Section 76 of the Liquors

Consolidation Ordinance to the effect *The Magistrate may

adjudicate any portion not exceeding ane half of a fine under

this Ordinance to the informer".
